Eucalyptus as a drug?

Another one from childhood.  This was a comedy and involved these sticks (looked like green modeling clay) of what I think was some kind of eucalyptus blend that had some type of drug-like effect.  It had the typical bumbling gangster/drug dealers and it took place in a tropical location.  The only other thing I can remember about the movie is that the closing credits were not only shown, but read aloud in a sing-song style.

I used to watch this constantly on Channel 100 (pre-HBO movie station.)  I'm pretty sure it was in the 70's, but there is a very slim chance it could be a very early 80's movie.

can you remember anything else? sounds like something I may have seen on tv...but not sure.
