Does anyone know the title of a movie made in the early nineties about an escaped lunatic who dresses as a chicken and kells people by biting them?

Sounds like "Luther the Geek" to me. He doesn't dress like a chicken, but he clucks like one and bites the hell out of his victims with his metal teeth.
