Bizarro post-apocalyptic movie set in the desert

I saw this movie back in the 90s on late-night TV, and I imagine it was actually made in the 70s or 80s.

This is what I remember of it:
- as with most PA movies, there were depictions of scarcity, desolation and fractured society
- the indoor scenes were heavy on computer technology; one character lived in what could have been an underground bunker, surrounded by computers and surveillance monitors
- the outdoor scenes were typically of people braving (or trying to avoid) the scorching sun; I remember one guy going outside, squinting as he looked across the desert landscape and with what seemed to be some kind of patchy sunburn or other skin damage from repeated exposures; I vaguely remember he seemed to be slowly going nuts from the isolation
- one character was always by his computer, a husky guy whose face was never revealed; he was almost always breathing heavily and wearing a latex glove on his hand, giving a strong implication of some kind of funnybusiness going on
- If I recall correctly, there was never any indication of where the electricity to power all the tech came from, or where they got their water or food
- the plot was rather disjointed and slow-moving, generally on the theme of survival, with a feel something like a cross between Phase IV and The Road Warrior.
